Context |
Rather than charging per access of each item of copyright material, copyright owners may need to resort to the more traditional means of obtaining revenue from charges levied from advertising sources. Exceptions such as fair dealing could then continue as little economic harm could be done to the copyright owner. There will still be piracy, but the incentive to do so is reduced because access would be free, or based on a rate akin to that applied for accessing cable television.
