The strategy focuses on current and future measures to reduce the release of dioxins and PCBs into the environment. Measures based solely on establishing maximum levels for dioxins and dioxin-like PCBs in feedingstuffs and foodstuffs would not be sufficiently effective in reducing the level of contamination in feedingstuffs and foodstuffs unless the levels were to be set so low that a large part of the feed and food supply was declared unfit for animal or human consumption.
