As the "scientific arm" of the Community, the JRC is the only Community institution carrying out research and technological development work. It is a Commission department which functions as a scientific reference centre. Its primary task is to provide scientific and technological assistance independent of any national and commercial interest. In the fields for which it is responsible, the JCR conducts 3direct action3, which means that the Community conducts research of its own, with a staff of 1500 scientist working on eight institutes.
