Although e-mail programs do usually offer a "return receipt" or "acknowledge" facility, there is no foolproof method of establishing that the message has in fact been read by the intended recipient. Return receipts are, after all, as likely as any other email to be lost in transit. Furthermore email is not secure. It can be password protected, but the password can be used by anyone and is not unique in the way that a signature is. Unless an e-mail message is encrypted, it can be manipulated through intermediate computers, and a return receipt can be attached without the message having been read by the intended recipient.
