Context |
TTPs would hold keys (or possibly information from which keys can be recovered - the paper is unclear) in escrow and be required to deliver them up within one hour on presentation of a warrant issued by the Secretary of State, subject to safeguards broadly similar to those under the Interception of Communications Act 1985. Government access to keys by warrant (known as ´legal access´ in the paper) would be limited to keys used to ensure confidentiality of information, and would not extend to keys used only for integrity purposes (paras 37, 46, 76 and 78).
