| In contrast with the first generation of filtering software which relied on key words and "black lists", PICS works on the principle of "neutral labelling" and filtering of all types of sites with an Internet "address" (URL) (Web pages, FTP, Usenet newsgroups). PICS effectively "tags" sites with "value-neutral labels". |
