Definition A TTP can be described as an entity trusted by other entities with respect to security related services and activities. A TTP would be used to offer value added services to users wishing to enhance the trust and business confidence in the services they receive, and to facilitate secure communications between business trading partners.

Context TTPs would hold keys (or possibly information from which keys can be recovered - the paper is unclear) in escrow and be required to deliver them up within one hour on presentation of a warrant issued by the Secretary of State, subject to safeguards broadly similar to those under the Interception of Communications Act 1985. Government access to keys by warrant (known as ´legal access´ in the paper) would be limited to keys used to ensure confidentiality of information, and would not extend to keys used only for integrity purposes (paras 37, 46, 76 and 78).
