The general regime for legal responsibility, which could also be applicable to Internet access providers and host service providers for illegal content (of whatever form, be it child pornography, copyright infringements, fraudulent offers, libel etc.) takes, according to the circumstances a number of different forms: under the criminal law, under civil law (an action for damages for breach of copyright or libel, or a dispute arising under their contracts with users or with network operators) or under administrative law (the system of regulation in place in the country where the access providers and host service providers operate).
